Surge in violence spurs new fears in Iraq

BAGHDAD (AP) ? A half year after the U.S. military left Iraq, dire predictions seem to be coming true: The country is mired in violence and the government is on the verge of collapsing. With no relief in sight, there's growing talk of Iraq as a failed state as al-Qaida's local wing staged near daily attacks that killed at least 234 people in June.

Iraq no longer suffers widespread retaliatory killings between Sunni and Shiite extremists that brought the country to the brink of civil war. But the spike in violence heightens fears that Iraq could limp along for years as an unstable and dangerous country.

June was the second-deadliest month since U.S. troops withdrew from Iraq in mid-December as insurgents exploited the political struggles between the country's ethnic and sectarian factions. More significant than the numbers was the fact that insurgents appeared able to sustain the level of violence over a longer period than usual. There was a major deadly bombing or shooting rampage almost every three days, many targeting Shiite pilgrims.

The violence has brought the weakness of Iraq's security apparatus into sharp focus even as deepening political divisions dim the prospects that the country will emerge as a stable democracy after decades of war and dictatorship.

"The state is almost paralyzed and dysfunctional due to political feuds. In such circumstances, the security forces also will be paralyzed and the insurgents groups are making use of this chaos," Haider al-Saadi, the Shiite owner of internet cafe in eastern Baghdad, said Saturday. "I do not think that al-Qaida is getting any stronger ? it is the state that is getting weaker."

The situation deteriorated shortly after American troops left Iraq on Dec. 18, following failed negotiations to stay beyond a year-end withdrawal deadline that was cemented in a 2008 security agreement.

The next day Prime Minister Nouri al-Maliki's government issued terror charges against Vice President Tariq al-Hashemi, one of Iraq's highest-ranking Sunnis, who fled Baghdad and remains on the lam. Sunni lawmakers briefly boycotted parliament and al-Maliki's cabinet in protest. By spring, leaders of the self-ruled Kurdish northern region joined the Sunni-dominated Iraqiya political coalition against al-Maliki, whom they accused of refusing to share power.

And last week, in the first major defection by an influential Shiite leader, anti-American cleric Muqtada al-Sadr said he would direct his followers to join efforts to oust al-Maliki if a power-sharing agreement is not reached.

Al-Maliki, who won a second term in 2010, followed with a threat to call for early elections that would dissolve parliament if government infighting does not stop.

In calling for an early election, al-Maliki is betting he would win with enough widespread support to gain undisputed power. His political coalition fell short of winning the most seats in parliament in 2010 elections and back-room dealing among political parties delayed a new government from taking over for nine months.

Government spokesman Ali al-Dabbagh agreed Saturday that the political crisis has fueled June's violent surge.

"The insurgents are making use of the political differences in the country, and the recent attacks are the result of this political strife," al-Dabbagh said.

Violence has been steady across Iraq so far this year, but the levels of attacks in June soared beyond the occasional, if spectacular, wave of bombings that is al- Qaida's usual pattern. Victims mostly have been Shiite pilgrims, government officials and security forces ? three of al-Qaida's favorite targets.

Al-Qaida front group the Islamic State of Iraq claimed responsibility for a June 13 wave of nearly two dozen bombings nationwide that killed 72 Iraqis. The coordination, sophistication and targets of several other attacks also bore the hallmarks of the terror network.

Iraqi and U.S. intelligence officials long have said that al-Qaida's resources in Iraq ? including money, weapons and a stable of suicide bombers ? have dwindled to the point where the insurgent group can only carry off a few attacks each month.

Many experts believe the turmoil in neighboring Syria is stoking the violence, saying the success of the Sunni-led opposition against President Bashar Assad's regime is emboldening Iraqi Sunnis to attack government targets.

"As the edifice in Syria weakens, the more space for violence is going spill over to the Sunni areas in Iraq," said Kamran Bokhari, a Canadian-based expert on Mideast issues for the global intelligence company Statfor.

Some analysts believe Iraq is turning into a failed state. This month, the U.S.-based Fund for Peace ranked Iraq No. 9 on its annual Top Ten list of failed states worldwide. The nonpartisan research group ranked 178 nations and blamed the persistent security problems in Iraq on the inability to overcome long-standing ethnic and sectarian tensions.

Despite the continued bombings and other attacks, Iraqis have not returned to the sectarian warfare that killed tens of thousands of people as violence peaked in 2006-2007. Shiite militias have shown restraint even as a spate of bombings targeted Shiite pilgrims, shrines and government leaders.

And as al-Sadr, an anti-U.S. cleric whose militias were responsible for some of the bloodiest attacks of the war, seeks to secure his status as a major political player in Iraq, it's doubtful he will unleash his followers in widespread violence that would undermine his credibility across the mostly-Sunni Arab world.

Even al-Maliki's opponents speak only of ousting him in a parliamentary vote, not by force.

"People now know that violence will breed violence and sectarian killings will lead to more counter-sectarian killings," said Omar al-Jubouri, a Sunni lawmaker from the Iraqiya bloc.

Underscoring the continued dangers, however, the month ended with a pair of bombings Saturday in the northern, Sunni-dominated Nivevah province, killing two soldiers on separate security patrols, local officials said.

Many Iraqis lament the withdrawal of U.S. forces, saying it was premature.

"The U.S. pullout was a mistake because the country is still in need for their intelligence and military capabilities," said Mohammed Salam, a Sunni government employee in Baghdad. "The Iraqi government should have kept some several thousands of U.S. troops in order to help Iraq forces maintain a reasonable level of security."

The international community spent billions of dollars to stabilize Iraq since the 2003 U.S.-led invasion that ousted Saddam Hussein. Nearly 4,500 U.S. troops were killed during the war.

But the U.S. currently has limited influence in Baghdad: A June 14 statement by the top national security adviser to Vice President Joe Biden that urged Iraqi officials to "alleviate current tensions in order to refocus energy on critical state-building challenges" produced few, if any, signs of progress.

Nor do most Iraqis expect any.

"I think Iraq will see worse days in the future if the politicians continue their destructive feuds and keep following their personal ambitions," Salam said.

(AP) ? Saturday night will stretch longer by a second. A leap second.

International timekeepers are adding a second to the clock at midnight universal time Saturday, June 30, going into July 1. That's 8 p.m. EDT Saturday. Universal time will be 11:59:59 and then the unusual reading of 11:59:60 before it hits midnight.

A combination of factors, including Earth slowing down a bit from the tidal pull of the moon, and an atomic clock that's a hair too fast, means that periodically timekeepers have to synchronize the official atomic clocks, said Daniel Gambis, head of the Earth Orientation Service in Paris that coordinates leap seconds.

The time it takes the Earth to rotate on its axis ? the definition of a day ? is now about two milliseconds longer than it was 100 years ago, said Geoff Chester, spokesman at the U.S. Naval Observatory, keeper of the official U.S. atomic clocks. That's each day, so it adds up to nearly three-quarters of a second a year.

Timekeepers add that leap second every now and then to keep the sun at its highest at noon, at least during standard time. This is the first leap second since January 2009 and the 25th overall. Gambis said the next one probably won't be needed until 2015 or 2016.

There should be no noticeable affect or inconvenience on computers or any other technology that requires precise timekeeping because they adjust for these leap seconds, Gambis said Friday.

Earlier this year, official timekeepers from across the world discussed whether to eliminate the practice of adding leap seconds. They decided they needed more time to think about the issue and will next debate the issue in 2015.

So for now, Chester said, "you get an extra second, don't waste it."

Apple wins again: Court orders ban on US sales of Samsung Galaxy Nexus smartphone

For the second time in a matter of days, Apple was granted a temporary injunction by a US court banning sales of a Samsung mobile device - this time the Galaxy Nexus smartphone.

On Friday US judge Lucy Koh granted Apple a preliminary injunction against the sale of Samsung?s Galaxy Nexus smartphone. Last week the same judge handed down a ban on sales of Samsung?s Galaxy 10.1 Tab inside the US.

Apple and Samsung have been at each other?s throats since April last year, battling it out over alleged patent infringements in courts around the world. Apple claims that the Korean electronics maker ?slavishly? copied a number of features of its iPhone and iPad mobile devices in the design of its own products, such as the Galaxy tablet and Nexus smartphone. Samsung has hit back at Apple with patent-related accusations of its own.

Friday?s ruling in a California court centered on a lawsuit filed by Apple in February claiming Samsung infringed a patent relating to the Siri voice-activated virtual assistant found on the iPhone, specifically US Patent No. 8,086,604, for a ?universal interface for retrieval of information in a computer system.?

The Android-powered Galaxy Nexus, which was developed by Samsung and Google, hit the market late last year and is the search giant?s flagship smartphone.

Speaking during Friday?s ruling, Judge Koh said, ?Apple has made a clear showing that, in the absence of a preliminary injunction, it is likely to lose substantial market share in the smartphone market and to lose substantial downstream sales of future smartphone purchases and tag-along products.?

Friday?s injunction is subject to Apple paying a $96 million bond, substantially more than last week?s $2.6 million bond, but still peanuts to one of the world?s biggest companies. The purpose of the bond is to protect against damages suffered by Samsung if the ruling is later found to have been wrong.

The temporary injunction will at some point be the subject of a court trial, where it will either be made permanent or thrown out. As things stand today, Apple will be more than happy with the way things are progressing, while lawyers at Samsung will be looking at whether they have any chance of overturning Friday?s decision.

The road to smartphone dominance in a fast-growing market now worth billions of dollars is clearly a long, as well as costly, one.

PITTSBURGH?Carnegie Mellon University in collaboration with Lehigh University will manage a new $1 million manufacturing and innovation development program to help foster a renaissance in Pennsylvania manufacturing globally.

"Manufacturing adds more than $75 billion in value each year to our state's economy, and it is paramount that we do all that we can to grow that sector of our economy,'' said Governor Tom Corbett. "Through partnering with our world-class research institutions, we can provide the tools needed for Pennsylvania companies to create jobs and compete in the global economy.''

The Research for Advanced Manufacturing in Pennsylvania program (RAMP) is funded through the Department of Community and Economic Development's Discovered in PA ? Developed in PA (D2PA) program. The D2PA program, created by the Corbett administration, is designed to build capacity to better support Pennsylvania's businesses and to spur creativity and innovation in the allocation of economic development services.

The RAMP program is designed to tap the research and innovation capabilities of both CMU and Lehigh and provide technical and economic benefits to the state's small, medium and large-sized manufacturing companies by enabling knowledge transfer, the discovery of new technologies and retention of highly-skilled students, according to Matthew A. Sanfilippo, executive director of CMU's Institute for Complex Engineered Systems (ICES).

RAMP will operate as a competitive funding program that provides small incentive grants (1 to 1.5 years in duration) to faculty-led teams at both CMU and Lehigh that engage in short-term innovation projects in cooperation with a Pennsylvania manufacturing company. Each successful RAMP proposal will be awarded between $25,000 and $75,000 to help support graduate students working with successful participating companies.

"This program is designed to help Pennsylvania companies invent and develop advanced manufacturing capabilities to compete in a global marketplace,'' said Gary Fedder, ICES director and a professor in the Electrical and Computer Engineering Department and the Robotics Institute.

"Additionally, RAMP will build off the successful history at Lehigh and CMU of partnering with Pennsylvania's companies and provide a gateway for these companies to tap into the unique technical capabilities that are available at these research universities,'' added Richard Sause, director of Lehigh University's ATLSS Engineering Research Center.

The new program falls on the heels of the U.S. government's tack to forge new ways to collaborate on discovery, commercialization and the building of workforce skills to ensure that advanced manufacturing creates jobs in the United States.

CMU research has shown that moving manufacturing overseas to developing countries can reduce the economic viability of emerging technologies.

"We find that in the case of early-stage industries with immature processes that when U.S. firms shift production from the U.S. to countries like China, the most advanced technologies that were developed in the U.S. no longer pay," said Erica Fuchs, an assistant professor in the Department of Engineering and Public Policy at Carnegie Mellon. "With changes in the innovation ecosystem over the last few decades, policy and other funding mechanisms to support manufacturing, technology development and commercialization activities by these small and medium sized enterprises may be of growing importance to regional and national economic development."

Scientists help create an extra second of summer: Leap second to be added on July 1, 2012

ScienceDaily (June 29, 2012) ? Scientists at the National Physical Laboratory (NPL) will be adding a leap second at 00:59 BST on 1st July to its atomic clocks, to ensure UK time remains synchronized with international time.

The insertion of the leap second is required as Earth does not rotate at a constant speed, whereas atomic clocks, several of which are located at NPL's site in Teddington, are much better at keeping time. Due to the unpredictable nature of Earth's movement, leap seconds are occasionally required to bring atomic time back into alignment with astronomical time. This procedure ensures that on average the Sun remains overhead at noon.

Peter Whibberley, Senior Research Scientist in NPL's Time and Frequency Group, said: "The purpose of leap seconds is to make sure our time scale based on atomic clocks remains in step with the time based on the Earth's rotation. The Earth is a poor timekeeper compared to our clocks, and its rotation changes unpredictably due to changes in its atmosphere and molten core. The leap second correction to our atomic clocks means we get an extra second of summer time."

Historically, time was measured using the passage of the Sun across the sky -- Earth rotation time is still used by astronomers to track stars and spacecraft. Since the start of the 1960s, an atomic time scale, known as Coordinated Universal Time (UTC), has been the world's official time. The stability and global availability of UTC are essential for the smooth operations of satellite navigation and international telecommunications.

Over the last decade there has been considerable debate about the detrimental effects of inserting a leap second on computers and other equipment needing precise time. One minor effect is that some systems fail to implement a leap second at the correct instant and display an inaccurate time, but there is no agreement on the seriousness of this and other problems attributed to leap seconds.

The decision to introduce this year's leap second was taken by the International Earth Rotation and Reference Systems Service (IERS), and timekeeping experts at NPL and other national timing centres will make the necessary changes to the atomic time scales on 00:00 30th June (UTC).

The future of the leap second is one of keen debate among the official international time measurement community. Some countries, including the US, have called for an end to leap seconds, but other countries disagree, and experts at the International Telecommunication Union (ITU) have delayed a decision on the future of the leap second until 2015.

More Google Glass details experimenting with connectivity options, control possible via voice

While Vic Gundotra wasn't willing to talk Glass in our run-in here at Google I/O, a few others were. In speaking with folks from Google, we learned a few new details about the project, while confirming some whispers that we'd heard floated in the past. Here's a quick rundown:

  • Engineers are currently 'experimenting' with connectivity options. Existing prototypes -- including those worn in the skydiving stunt this morning -- do not have any sort of built-in WWAN connectivity.
  • While it's possible that a 3G / 4G module could end up in production devices, the general idea is that latching onto nearby WiFi hotspots or relying on a wireless tether with your smartphone will be the primary way that Glass gets its data to the web.
  • Controlling Glass will eventually rely on a mixture of inputs: it'll recognize voice commands, while also taking cues from the right sidebar. There's a touch-sensitive pad on there that'll understand gestures.
  • It's entirely probable that Glass will also be able to be controlled via one's smartphone, but physical inputs will be the preferred ones.
  • Glass has an accelerometer and a gyroscope, enabling wearers to tell Glass what to do by nodding, shaking one's head, etc. (For what it's worth, we've seen similar demoed by NTT DoCoMo.)
  • The internal battery sits just behind the ear on the right side; the capacity and longevity weren't confirmed, though.
  • Glass will be able to record locally, but the idea is to have 'most everything' streamed live to the web; it's the "live, right now!" nature of Glass that Google intends to push as one of its differentiating factors.
  • In an area where wireless data isn't available (like a remote National Park or a hospital room that forbids phone usage), storing video locally would be possible for uploading later.

We also confirmed that the team is playing around with various colors, with orange, white, black and blue editions being sported here at I/O. Whether or not all of those hues make it to market remains to be seen, of course, but we're adequately jazzed about the possibilities.

(AP) ? Before Nancy Meyers, before Sofia Coppola, before Julie Delpy and Kasi Lemmons and Nicole Holofcener, there was Nora Ephron.

She was a rare woman writing and directing in what was (and still is) the male-dominated industry of filmmaking. Ephron staked out her spot on the cinematic landscape with a distinctive voice and formidable wit. Now, she leaves behind a legacy of classic moments and quotable lines after succumbing to leukemia Tuesday at age 71.

The very mention of her name calls to mind a certain kind of movie, something you can't say about many filmmakers, regardless of their gender. They were romantic comedies, yes, but ones for smart women, about smart women, with characters who had both bite and vulnerability to them. Maybe they were a tad too hyper-analytical or neurotic, but they were always highly verbal and, more often than not, destined for the kind of happy ending they deserved.

Meg Ryan forged and reinforced her status as America's Sweetheart with roles in movies Ephron either wrote or wrote and directed: The best of these was 1989's "When Harry Met Sally ..." (directed by Rob Reiner), followed by "Sleepless in Seattle" in 1993 and "You've Got Mail" in 1998, both with Tom Hanks in winning form as Ryan's likable everyman co-star.

Decades later, you can still say the line, "I'll have what she's having," and everyone will instantly know what you're talking about. That's how lasting Ephron's work has been and will remain.

Back in the late '80s and early '90s, Kathryn Bigelow was a rare fellow female filmmaker ? and since has gone on to become the only woman to win an Academy Award for best director, for "The Hurt Locker" ? but she's focused on action pictures. Barbra Streisand also tried her hand at directing around this time with "Yentl," ''The Prince of Tides" and "The Mirror Has Two Faces." But Ephron continued on and endured, for better and for worse.

If we're being honest, some of her later work didn't come close to the level of her best-known and best-loved films. "Hanging Up" from 2000, which she and sister Delia co-wrote and star Diane Keaton directed, felt shrill and slapsticky. "Bewitched" (2005), a big-screen version of the 1960s sitcom which she directed, wrote and produced, seemed like a gimmicky strain.

But her final film, 2009's "Julie & Julia," ended her career on a stronger note. Ephron directed Meryl Streep to one of her 17 Academy Award nominations for her joyous, pitch-perfect portrayal of pioneering chef Julia Child. And it was Streep who would play a version of Ephron herself in one of the earliest films she wrote, 1986's "Heartburn," based on her own scathing novel inspired by her marriage to Washington Post reporter Carl Bernstein.

Ephron was a three-time Oscar nominee for the screenplays she wrote or co-wrote for "When Harry Met Sally ..." and "Sleepless in Seattle" as well as for her first produced script, for 1983's "Silkwood," directed by friend and frequent collaborator Mike Nichols and again starring Streep in the real-life nuclear drama.

I always wanted to create a long-term fantasy RP in the Antebellum period through Reconstruction. When I think of the South during the Civil War, I always think of vampires, but I'm open to ideas. A visit to Charleston has inspired me to write about the time period and I'd love some company! I prefer male writing partners as I am a female, but again, I'm open to ideas. Concerns about terrorist attacks, the prospect of a rogue nation using nuclear weapons and the Fukushima power plant accident in Japan are fostering efforts to develop a new family of drugs that everyone hopes will never be used, according to an article in the current edition of Chemical & Engineering News (C&EN), the weekly newsmagazine of the American Chemical Society, the world's largest scientific society.

Ann M. Thayer, C&EN senior correspondent, explains that the federal government has launched programs to develop medical countermeasures against nuclear threats. Radiation releases can happen under various circumstances, including failure of safety systems at commercial nuclear power plants and terrorist attacks. The article describes programs run by the U.S. Food & Drug Administration (FDA), the U.S. Department of Health and Human Services and the National Institutes of Health that support several small companies as they try to develop drugs to treat acute radiation syndrome (ARS).

The article discusses the companies' approaches. Some seek to adapt existing drugs, including treatments for the side effects of radiation therapy for cancer. Thayer notes that because these drugs are already approved by the FDA, stockpiling them would be easier. Others are looking for new compounds that can treat the symptoms of ARS or remove radioactive particles from the body.

Yankees put CC Sabathia on DL with groin strain

(AP) ? Yankees left-hander CC Sabathia was placed on the 15-day disabled list Wednesday with a strained groin before New York's rotation took another hit when fellow lefty Andy Pettitte broke his left ankle on a line drive.

Sabathia is expected to miss his next two starts after sustaining the injury Sunday against the Mets, while Pettitte will be gone for at least six weeks with an injury that the team said will not require surgery. Pettitte was hit by a ball off the bat of Cleveland's Casey Kotchman in the fifth inning Wednesday.

"Been a bad day for left-handers today," Yankees manager Joe Girardi said after the Yankees beat the Cleveland Indians, 5-4.

General manager Brian Cashman said Sabathia felt a twinge in the muscle on the inside of his left leg in the fourth inning of Sunday's win over the Mets. He didn't tell anyone about it until he still felt discomfort following a bullpen session Tuesday as he prepared for his next start.

"I wanted to go out and pitch Friday, but it's early in the season and I want to be healthy," Sabathia said.

Sabathia said he completed his bullpen session and the injury didn't alter his throwing motion, though "it didn't feel good."

Sabathia has been durable throughout his 12 seasons ? this is only his third trip to the DL, following two with Cleveland. The most recent one was six years ago, when he missed the first month of the season because of a right oblique strain. He won the AL Cy Young the following year and the Indians came one win away from taking the AL pennant. They then traded Sabathia the following season.

Girardi says the Yankees expect to have Sabathia, who is 9-3 with a 3.45 ERA, back shortly after the All-Star break. Longtime starter Freddy Garcia was expected to return to the rotation in place of the Sabathia, though he had to come in to pitch Wednesday after Pettitte left in the top of the fifth inning.

Garcia has been working out of the bullpen following an ineffective start to the season.

"Our belief is that it's only going to be two starts," Girardi said of Sabathia.

The Yankees had lousy luck with pitching health this season even before Wednesday's problems.

All-Star newcomer Michael Pineda is out for the season after having shoulder surgery ? before he even pitched in a big league game following an offseason trade from Seattle. And closer Mariano Rivera tore his ACL and damaged his meniscus when his foot caught near the outfield wall while he was catching fly balls during batting practice before a game in Kansas City.

Despite all that, the Yankees have won seven of their last 10 games and lead the tough AL East.

"We have a pretty experienced club," Girardi said. "We lost the greatest closer of all time, we were able to respond."

Then Pettitte got hurt, taking away a significant part of the Yankees' margin for error.

Sabathia, meanwhile, has been an anchor for the Yankees. His 105 strikeouts lead the team and his 8.8 per nine innings are best among the team's starters ? and better than all but relievers Boone Logan and Cory Wade. This is his first trip to the DL with the Yankees.

"You just can't take a chance with him," Pettitte said. "He's our horse."

Sabathia was hoping to miss only one start and avoid going on the DL. If it had been September or October in the midst of a pennant race, that likely would have been the case. But in June and with the Yankees in first place, general manager Brian Cashman said there's no need for the Yankees to put their ace at risk of aggravating the injury.

"It was a one-way conversation," Cashman said. "I did all the talking. I know what he wants to do, but this is what we're going to do."
