PRETORIA, South Africa (AP) ? South Africa's deputy president says he is "agonizing" over whether he would accept leading the governing African National Congress if he's chosen during the party's convention next month.

Deputy President Kgalema Motlanthe remained cagey Friday when speaking with journalists in Pretoria as part of an event organized by the Foreign Correspondents' Association of Southern Africa.

Some local ANC groups have nominated Motlanthe to take over leadership of the ANC. Typically, whoever leads the ANC becomes the party's presidential candidate. Elections are slated for 2014.

President Jacob Zuma, 70, currently leads the party. While avoiding criticizing Zuma, Motlanthe said corruption has eaten away at the ANC since it became the nation's governing party at the end of apartheid.

CHICAGO, IL ? November 30, 2012 ? (RealEstateRama) ? The U.S. Department of Housing and Urban Development (HUD) announced today that it is charging the homeowner association and property managers for an Edina, MN, condominium building with housing discrimination. HUD claims that they refused to allow children under the age of 18 to live at the property.

According to HUD?s charge, 7000 Sandell Condominium Association, Inc., its property management company, New Concepts Management Group, Inc., and the property?s off-site manager, Paul L. Bonzonie, violated the Fair Housing Act when they maintained a policy prohibiting children who are minors from living in the building, even though the property did not meet the federal qualifications to be housing for older persons.

The Fair Housing Act prohibits housing providers, including condominium associations, from denying housing to families with children under the age of 18, unless the housing meets the federal standards to be housing for older persons.

?Denying a family?s right to have their children live in their home is against the law,? said HUD?s Region V Administrator Antonio R. Riley. ?HUD is committed to taking action against housing providers who unlawfully deny housing to families because they have children.?

HUD?s charge alleges that the condominium association and its property managers discriminated against the owners of a unit in the building when they notified the owners that they were violating the association?s Declaration for Condominium by allowing their minor children to live with them for more than 30 days in a calendar year, levied fines against the owners, and initiated a lawsuit in Minnesota state court in an effort to keep the owners? children from living with them. HUD?s charge further alleges that the condominium association failed to meet the federal requirements to qualify as housing for older persons because the association failed to formally and routinely verify the ages of the complex?s residents.

A United States Administrative Law Judge (ALJ) will hear HUD?s charge. If the ALJ finds after an administrative hearing that discrimination has occurred, the ALJ may award damages to the complainants. In addition, the ALJ may impose fines to vindicate the public interest, order injunctive and other equitable relief to deter further discrimination, and require payment of attorney fees.

It?s entirely fitting that Major League Baseball?s Hall of Fame ballot was mailed to the more than 600 voting members of the Baseball Writers? Association of America (BBWAA) the same week that Marvin Miller, the labor leader who revolutionized the sport, died at the age of 95. Miller, who won free agency for the players? union in 1975, was detested by owners for fouling their fiefdoms; in a Washington Post obituary by Thomas Boswell he was appropriately dubbed ?the most important man in sports in the past 40 years.? Miller is not in the Hall of Fame, even though non-players like umpire Nestor Chylak, Branch Rickey (the brave executive who integrated baseball by placing Jackie Robinson with the Brooklyn Dodgers), Thomas Yawkey (a dilettante whose contribution to the game was that his Boston Red Sox were the last team to integrate) and onetime MLB Commissioner Ford Frick (who insisted on an asterisk next to Roger Maris? name when he broke Frick?s friend Babe Ruth?s home run record in 1961) made the grade.

In The Godfather, Part II, Hyman Roth memorably tells Michael Corleone: ?There was this kid I grew up with; he was younger than me. We did our first work together, worked our way out of the street? Later on he had an idea to build a city out of a desert stop-over for GI?s on the way to the West Coast. That kid?s name was Moe Greene, and the city he invented was Las Vegas. This was a great man, a man of vision and guts. And there isn?t even a plaque, or a signpost or a statue of him in that town!?

That?s Marvin Miller in actual life. Baseball players, who once worked regular jobs in the off-season to make ends meet, are now guaranteed a minimum salary of nearly half a million dollars, and the top stars sign contracts worth $20 million a year or more. You?d think that every MLB dressing room would have a picture of Miller in a prominent place, let alone a statue in each stadium. But it?s the rare athlete whose knowledge of the game?s history is more than rudimentary, and if you polled the rosters of every franchise it?s likely that a minority of players have even a passing acquaintance with the work that Miller (and former St. Louis star Curt Flood) did on their behalf.

Fans, and sportswriters, can argue about the economics of baseball, the bloated salaries of journeyman players, the ticket prices and so on, but if the Hall of Fame is meant to represent not only a select group of superstars but also the men who influenced the sport, then Marvin Miller should?ve been inducted at Cooperstown a long time ago. That he?s continually snubbed is a disgrace.

Scientists identify depression and anxiety biomarker in youths

ScienceDaily (Nov. 28, 2012) ? Scientists have discovered a cognitive biomarker -- a biological indicator of a disease -- for young adolescents who are at high risk of developing depression and anxiety. Their findings were published today, 28 November, in the journal PLOS ONE.

The test for the unique cognitive biomarker, which can be done on a computer, could be used as an inexpensive tool to screen adolescents for common emotional mental illnesses. As the cognitive biomarker may appear prior to the symptoms of depression and anxiety, early intervention (which has proven to be one of the most effective ways of combatting mental illness) could then be initiated.

For the study, 15-18 year old participants underwent genetic testing and environmental assessment, an exercise which would currently be too expensive and take too long to use as a widespread method of screening. The adolescents were then given a computer test to gauge how they process emotional information. The test had the participants evaluate whether words were positive, negative or neutral (examples included 'joyful' for positive, 'failure' for negative, and 'range' for neutral).

Those adolescents with a variation of one gene (the short form of the serotonin transporter) as well as exposure to intermittent family arguments for longer than six months and violence between parents before the age of six were shown to have marked difficulty in evaluating the emotion within the words, indicating an inability to process emotional information. Previous research associated a maladjusted perception and response to emotions, as seen here, with a significantly increased risk of depression and anxiety.

Professor Ian Goodyer, Principal Investigator on the study from the University of Cambridge, said: "Whether we succumb to anxiety and depression depends in part on our tendencies to think well or poorly of ourselves at troubled times. How it comes about that some people see the 'glass half full' and think positively whereas other see the 'glass half empty' and think negatively about themselves at times of stress is not known.

"The evidence is that both our genes and our early childhood experiences contribute to such personal thinking styles. Before there are any clinical symptoms of depression or anxiety, this test reveals a deficient ability to efficiently and effectively perceive emotion processes in some teenagers -- a biomarker for low resilience which may lead to mental illnesses."

The scientists hope that their research could lead to developing inexpensive cognitive tests to screen for these illnesses, particularly in people identified as being at high social and genetic risk.

Dr Matthew Owens from the University of Cambridge added: "Having difficulty in processing emotions is likely to contribute to misunderstanding other people's intentions and can make individuals emotionally vulnerable. This research opens up the possibility of identifying individuals at greatest risk and helping them with techniques to process emotions more easily or training them to respond more adaptively to negative feedback."

Professor Goodyer further stated: "These types of cognitive biomarker can also be used to aid therapeutics by helping to determine which treatments are likely to work best for types of depressions and anxiety disorders. This is important, as although we have good treatments we do not yet know what works best for whom."

Professor Barbara Sahakian, a co-author on the paper from the Department of Psychiatry at the University of Cambridge said: "The way we perceive and respond to emotions affects our resilience and whether we succumb to depression and other maladaptive ways of thinking. Using the biomarker identified in this study, it is possible to develop a screening programme to identify those at greatest risk."

Mental health problems are common in young people with approximately 10% of children (aged 5-16 years old) in Great Britain being assessed as having a mental disorder of some kind including conduct disorder, emotional disorder or hyperactivity. In addition, adolescence is a critical period for the development of depressions.

Skeletal remains in an island cave in Favignana, Italy, reveal that modern humans first settled in Sicily around the time of the last ice age and despite living on Mediterranean islands, ate little seafood. The research is published November 28 in the open access journal PLOS ONE by Marcello Mannino and colleagues from the Max Planck Institute for Evolutionary Anthropology, Germany.

Genetic analysis of the bones discovered in caves on the Egadi islands provides some of the first mitochondrial DNA data available for early humans from the Mediterranean region, a crucial piece of evidence in ancestry analysis. This analysis reveals the time when modern humans reached these islands. Mannino says, "The definitive peopling of Sicily by modern humans only occurred at the peak of the last ice age, around 19,000 -26,500 years ago, when sea levels were low enough to expose a land bridge between the island and the Italian peninsula."

The authors also analyzed the chemical composition of the human remains and found that these early settlers retained their hunter-gatherer lifestyles, relying on terrestrial animals rather than marine sources for meat. According to the study, despite living on islands during a time when sea level rise was rapid enough to change within a single human lifetime, these early settlers appear to have made little use of the marine resources available to them. The authors conclude, "These findings have crucial implications for studies of the role of seafood in the diet of Mediterranean hunter-gatherers."

SACRAMENTO, Calif. (AP) ? Disgusted with his performance since coming back from a broken right hand, Kevin Love decided to play without his protective glove Tuesday night against Sacramento.

Despite no extra padding for his healing shooting hand, the All-Star forward played a bruising inside game and rediscovered his outside shot as well.

Love had 23 points and an NBA season-high 24 rebounds to help the Minnesota Timberwolves stop a five-game losing streak by beating the Kings 97-89.

After missing the first nine games this season, Love returned last week. Bothered by the awkwardness of that fingerless padded glove, he shot 35 percent from the field in his first three games. He hit only 19 percent of his 3-point attempts and was just under 65 percent from the free throw line.

Love was unstoppable on the boards Tuesday, but it was the shooting that pleased him most. He went 8 of 17 from the floor and 5 of 6 at the foul line. Although he shot 2 for 8 from 3-point range, Love said most of those attempts were on target and felt good coming out of his hand.

"The glove was pretty restricting for me," Love said. "Every day my hand is getting stronger. The ball still doesn't feel quite right in my hand, but it's getting better."

And for one night, the struggling Timberwolves (6-7) were better as well. They took the lead late in the first quarter and never trailed again.

It helped that Love grabbed an amazing 21 defensive rebounds and helped Minnesota to a 51-36 overall edge on the boards. Love had six points in the fourth quarter and played nearly 44 minutes overall.

"I knew he got a lot of rebounds, but I didn't know how many," Minnesota coach Rick Adelman said. "It was one of the most complete games I've seen him play. He wasn't forcing anything. He passed the ball. He set screens. He did whatever we needed."

Love even benefited from a little luck, tossing in an off-balance 15-footer that went in as the shot clock was winding down to give the Timberwolves a four-point lead with 27 seconds left.

"I went to the bench when they called a timeout and looked at Coach, and he said, 'Just like I drew it up.' We both kind of laughed," Love said.

Tyreke Evans and DeMarcus Cousins each scored 20 points for the Kings, who had won two of their previous three games. Isaiah Thomas and Marcus Thornton both had 12.

"He (Love) was everywhere and just going for the ball," Evans said. "Everywhere the ball went it seemed like he was there. He does a good job of that. That's why they had a chance to win, because of the way he was crashing the boards."

From the Bride? We really lucked out because both of us fell in love with the homey feeling that captures you as soon as you drive onto the property of Union Hill. There are multiple gazebos, a reception hall and a chapel all spread out amongst ponds with cattails, weeping willows, arches of tiny pink roses and irises of all colors! The owners, Barb and Don Stutzman were nothing but easy to work with as well, so that helped make it an easy decision! I knew that I wanted to do a lot of DIY crafts for our wedding that really represented Jeremiah and me, and I loved seeing how the crafts turned out and complement each other! One of my favorite crafts was Oscar the Grouch (in his wedding fur, of course). Both born in 1982, Jeremiah and I decided Oscar?s garbage can would be a fun and unique reminder of one of our favorite characters from Sesame Street! We ?personalized? a garbage can we found at IKEA and attached a paper mache Oscar to the top as our card box. Another craft I loved was making the bouquets for the bridesmaids and me, as well as the corsages for the moms and Jeremiah?s grandmother. After trying many different types of paper and fabric flowers, I settled on a mix of burlap and hand-sewn yellow and pink flowers to complement the decorations in the chapel.

The day went as well as we could have hoped for! Friends and family came from all over the country! Walking down the aisle is an unforgettable moment. Both sets of parents couldn?t have been happier. Members from both families helped decorate the different gazebos and reception hall located at Union Hill, and the final product was stunning. There were activities for all ages and we even had a pinata for the younger guests (as well as some older young-at-heart guests). Our officiant was Dr. Tim Blecha, a family practitioner we had both worked with out in Superior, a rural town in Nebraska. He was our favorite of all the doctors that? we had ever worked with, and as future rural docs ourselves, we could think of no better person to marry us! He had flown all the way with his wife to join in on the festivities and really added to the uniqueness of the ceremony with great, and sometimes embarrassing, anecdotes of both of us as students while working with him. The rest of the evening was just what we wanted ? people getting down on the dance floor! Some may attribute their dance moves to the super moon that was shining in the sky that night, but we think it?s because our friends and family know a good song and how to get their grooves on! Jeremiah and I donned our shirts that we had bought in Boracay, Philippines, earlier in the year. These shirts had designs that were hooked to a battery pack that responded to the beat of the music. Oh, did we have fun with those!

Jeremiah?s mom made us quilt squares that were hung behind our wedding cake to represent our journey from being med students at Creighton to our time as family medicine residents back home in Northern California. Both sides of the family helped decorate Union Hill, so everyone had a great time seeing the fruits of their labor appreciated, especially when it came to the photo booth! Our invitations were mini books that we designed through Minted. We loved the mini books because they allowed us to tell a story and still provide information about the big day. I particularly loved that a lot of the major crafts were handmade. Each bridesmaids? bouquet was different with hand-sewn flowers, and I got comments from other brides-to-be afterward that they were inspired to do DIY crafts themselves! I loved the colors in the bridal party and from the natural beauty of Union Hill! One of my roommates from college helped us mix dough ? in our wedding colors ? for over 400 cookies that we personalized with Williams Sonoma?s Message in a Cookie cookie cutter set. We also had table favors that were mini pinatas that were filled with candy. Each had a table marker with a picture and description of a place Jeremiah and I have traveled to in the past so our guests could get to know us and our love of traveling a little better. The best part was that we had so many of our dear friends and practically all of our family members in attendance! Some people we hadn?t seen in years were there, and it was so heartwarming to share our special day with all of them!

Greek bankruptcy averted _ for now

ATHENS, Greece (AP) ? Greece has avoided imminent bankruptcy after its international creditors finally agreed to give it the money it urgently needs but the cash-strapped country's economic distress is likely to drag on for years to come.

After three weeks of negotiations, Greece's euro partners and the International Monetary Fund agreed to release a vital loan payment and introduce a series of measures designed to reduce the country's massive debts to a more manageable level within a decade. These include reducing the interest rates Greece has to pay on the loans and a still-vague bond buyback program.

Greek Prime Minister Antonis Samaras hailed the agreement in Brussels early Tuesday as a victory that heralds "a new day for all Greeks," but the reaction in the markets was a bit more cautious.

Most stock markets in Europe were higher. The Stoxx 50 index of leading European shares was up 0.5 percent, while the main stock index in Athens rose 0.6 percent. The euro gave up earlier gains to trade 0.2 percent lower at $1.2964.

"There remains the potential for this deal to fall apart in the medium term as there are a lot of moving parts and it is a long way away from the permanent fix that the IMF had been insisting upon," said Gary Jenkins, managing director of Swordfish Research. "Instead it is just one more big kick of the can down the road."

For three years, Greece has been struggling to convince markets as well as its creditors that it can get a grip on its public finances, which spiraled out of control following the financial crisis of 2008. The country is predicted to enter its sixth year of recession and is weighed down by an unemployment rate of 25 percent.

The so-called troika of the European Central Bank, IMF and the European Commission has twice agreed to bail out Greece, pledging a total of ?240 billion ($310 billion) in rescue loans ? of which the country has received about ?150 billion ($195 billion) so far. In return for its bailout loans, Greece has had to impose several rounds of austerity measures and submit its economy to scrutiny.

Without the bailout money, the country would be staring bankruptcy in the face together with a possible exit from the 17-country eurozone, with potentially chaotic repercussions for the world economy.

This was the third time in the last two weeks that finance ministers from the 17 European Union countries that use the euro had tried to hammer out a deal on the next installment of bailout money for struggling Greece.

The installment will total some ?44 billion ($57 billion) but still requires the authorization of a number of Parliaments in Europe.

The main aim of the bailout program is to right Greece's economy and get it to a point where it can independently raise money on the debt markets. It has been clear for months that the country is far from achieving that goal. The talks have centered on trying to get Greece back on the path to sustainability by reaching an agreement on how the country's debt load can be reduced.

Tuesday's meeting reached an agreement where Greece's debt level would be reduced from the current 150 percent of its economic output to 124 percent by 2020 and below 110 percent by 2022. The IMF had originally insisted on a debt-to-GDP ratio of 120 percent by 2020.

To reach this level, the meeting agreed on a raft of measures. These included:

?A cut of 100 basis points on the interest rate charged to Greece by other eurozone member states ? excluding those that are also receiving bailouts.

?A 15-year extension of the maturities of loans from other countries and the eurozone's bailout fund, the European Financial Stability Facility, and a deferral of interest payments by Greece on EFSF loans by 10 years.

? A program whereby Greece could buy back some of its debt from private investors. The details of this program are still to be agreed by the eurogroup and IMF.

One of the Parliaments that need to approve the bailout loan is Germany, where patience with repeated Greek rescues has been running low.

However, Rainer Bruederle, the caucus leader of the Free Democrats, the junior coalition partner, said he expects broad approval this time on Thursday.

"Conditions have been put together which maintain a tough mechanism toward Greece, but still save us from a collapse of the Greek economy possibly having consequences that could pull down the whole of Europe," he said.

Greek newspapers were divided on whether the agreement would give the country breathing space to right its economy, or keep it trapped in years of recession and austerity.

It?s a clear-eyed, dramatic, and ultimately inspiring tale that portrays Lincoln not as a saint, but as a hard-nosed, determined political leader who uses all the tools of politics, high and low, to push a constitutional amendment abolishing slavery through a reluctant House of Representatives. From uplifting rhetoric to political threats to temporizing on the issue of equality to patronage to bribery, Lincoln and his allies deploy every weapon at their command to win the battle.

But as the words of Lincoln?s second inaugural still echoed in the theater, I found myself thinking that in one sense, Lincoln was lucky. All he had to contend with was ingrained racism, a war-weary nation and daunting political arithmetic. What he didn?t have to deal with was?modern media.

He didn?t have to wage this fight in a time when every backroom deal, every casual remark, every public assertion or private behavior of an ally was the focus of constant, intense scrutiny--when the often messy sausage-making at the heart of political progress was on 24-hour display.

Game Overthinker - Why Don't Today's Consoles Just Work ...

hmm... I'm not sure about consoles being shovel, I mean, I have my wii since launch and it still works perfectly, same with my gamecube, haven't bought the wii u because it arrives the 12 of december here in Chile. But man, I just use my consoles to play games, that's why I buy them, because going the pc way is just too expensive and because nintendo always focuses on making games that can be played and enjoyed by everyone.
I'm more concerned about developers with their f*****g next gen engines and next gen gaming... where single player is almost no existent or it's so much complicated that I can barely play it... I mean, now racing games have open worlds and s**t... I have to stop on a corner to play a race and most of games have so much stuff going on that everything has glitches and bugs... That's the only thing that concerns me... but actually I have no problems with that when nintendo is doing the games... but I know that nintendo is not going to make a shooter or an action adventure game or an arcade racing with a more realistic theme (not a simulator)... That's up to 3rd party developers...
Though I have no problems with huge games with tons of stuff going on... but I think it's just too much, every game has to be big in order to sell... back in the 90's it wasn't like that, third parties made good games with simple controls and interfaces... glitches and bugs only appeared once for a while when you tried to go off the limits of the scenario and stuff like that.

the only non-nintendo console i had was a ps1... I had fun with it, it wasn't that charming for me, neither for my family... but I remember playing my first 60+ hours game (ffix) there as well as playing some medal of honor with my dad, but the loading times were awful... and sometimes the games freezed because of the scratches of the discs... anyway.
I hope the wii u does well, it's painful to see glitches and bricks and stuff but, I think it's normal since nowadays consoles have OS, have online features, etc. At least they always try to do the best they can, delivering updates and fixing your console for free if it was their fault.

ALBANY, N.Y. (AP) ? Top political leaders in New York put their heads together Monday on big requests for federal disaster aid as Gov. Andrew Cuomo announced that Superstorm Sandy ran up a bill of $32 billion in the state and the nation's largest city.

The cost is for repairs and restoration and does not include an additional accounting of over $9 billion to head off damage in the next disastrous storm, including steps to protect the power grid and cellphone network.

"It's common sense; it's intelligent," Cuomo said. "Why don't you spend some money now to save money in the future? And that's what prevention and mitigation is."

New York Mayor Michael Bloomberg had announced earlier in the day that Sandy caused $19 billion in losses in New York City ? part of the $32 billion estimate Cuomo used.

New York taxpayers, Cuomo said, can't foot the bill.

"It would incapacitate the state. ... Tax increases are always a last, last, last resort."

Cuomo met with New York's congressional delegation to discuss the new figures and present "less than a wish list." The delegation, Cuomo and Bloomberg will now draw up a request for federal disaster aid.

States typically get 75 percent reimbursement for the cost of governments to restore mass transit and other services after a disaster.

The most basic recovery costs for roads, water systems, schools, parks, individual assistance and more total $15 billion in New York City; $7 billion for state agencies; $6.6 billion in Nassau County and $1.7 billion in Suffolk County, both on suburban Long Island; and $527 million in Westchester County and $143 million in Rockland County, both north of New York City, according to a state document used in the private briefing of the delegation and obtained by The Associated Press.

Hard times were already facing the state and city governments that were staring at deficits of more than $1 billion before Sandy hit in late October. State tax receipts have also missed projections, showing a continued slow recovery from a recession that could hit taxpayers in the governments' budgets this spring. And there's the looming fiscal cliff, the combination of expiring federal tax cuts and major spending cuts that could rattle the economy.

"Make no mistake, this will not be an easy task, particularly given the impending fiscal cliff, and a Congress that has been much less friendly to disaster relief than in the past," Schumer said. "We will work with the (Obama) administration on supplemental legislation, to be introduced in the upcoming December session of Congress, that will set us on the road to meeting New York's needs. This will be an effort that lasts not weeks, but many months, and we will not rest until the federal response meets New York's deep and extensive needs."

Rep. Peter King, a Long Island Republican who, like Schumer, is a powerful member of his chamber, said he is seeking cooperation from House leaders to find enough disaster aid.

"It really is survival," King said. "This is an emergency. This should be separate of all the debate about the fiscal cliff and everything else."

The Cuomo administration has gained the public support of President Barack Obama and FEMA in New York's proposal for full reimbursement for storm damage, but state officials have privately worried about how much the state can get now.

In the city, Bloomberg is asking federal lawmakers to put up nearly $10 billion to reimburse government agencies and private businesses. That would be additional funding on an expedited basis over the $5.4 billion in standard disaster aid that the city projects it will receive from the Federal Emergency Management Agency.

That FEMA money and private insurance won't cover all the public and private expenses from the storm, which included damaged streets and restaurants closed because of flooding, Bloomberg said.

"While the impact of the storm will be felt for some time and the challenges are great, I am confident that the city will rebound and emerge stronger than ever," Bloomberg wrote to the congressional delegation.

Reinsurance company Swiss Re showed the extent of private sector pain. It estimates that claims stemming from Sandy will cost the company about $900 million and that total losses from insured damage will be between $20 billion and $25 billion.

Reinsurance firms provide coverage to insurance companies for great losses stemming from events like natural disasters.

Other states are seeking federal assistance, too. FEMA has already paid out nearly $250 million in New Jersey, where Gov. Chris Christie says the preliminary damage estimate is $29.4 billion and could rise.

Beyonce documentary premiering on HBO in February

HBO announced Monday that a documentary about the Grammy-winning singer will debut Feb. 16, 2013. Beyonce is directing the film, which will include footage she shot herself with her laptop.

Beyonce said in a statement the untitled project was "personal" to her. She is married to Jay-Z. They had their first child, daughter Blue Ivy Carter, in January.

The 31-year-old will perform at the 2013 Super Bowl halftime show on Feb. 3, 13 days before the documentary airs.
