Fast-moving New Mexico blaze causes evacuations

PECOS, N.M. (AP) ? A fast-moving fire in New Mexico's Santa Fe National Forest prompted evacuations of homes and campgrounds, threatened cabins, and closed a state highway Friday.

Officials asked residents in 140 homes ? mostly used for the summer ? to leave as crews battled the 3.1-square-mile blaze near the communities of Pecos and Tres Lagunas, about 25 miles east of Santa Fe.

They also evacuated campgrounds and closed trailheads around Pecos, Las Vegas and Santa Fe as they worked on containment lines in hopes of preventing the fire from moving toward the capital city's watershed and the Tres Lagunas community.

Officials said the fire doubled in size by Friday afternoon and was still totally uncontained. That prompted New Mexico Gov. Susana Martinez to declare a state of emergency in San Miguel County to free up state funds to fight the fire.

New Mexico State Forestry spokesman Dan Ware said the evacuations came after the fire jumped state Route 63.

"Fire activity is picking up this morning, and because of expected high winds, low humidity and increasing temperatures, the spread potential is high," Ware said.

Officials said a downed power line ignited the blaze Thursday. It's the first major wildfire this year in New Mexico, which is in its driest two-year period in nearly 120 years of record keeping.

"It has been a slow start to the season, until this point," said State Forester Tony Delfin. "Now we expect the conditions to go on until the monsoons come or the weather changes the pattern."

Martinez said about 40 people, mostly hikers and campers, have been evacuated from the area.

Meanwhile, firefighters gained ground on a wildfire in the mountains north of Los Angeles. Crews took advantage of cool morning weather to make progress Friday, but scattered flames continued to climb hillsides.

The 2.2-square-mile wildfire was 15 percent contained, and as many as 500 firefighters hoped to make further progress before the day turned hot and dry, U.S. Forest Service spokesman Nathan Judy said.

A flare-up prompted authorities to briefly evacuate about 25 homes along a canyon road in the Angeles National Forest in the morning, but residents were later allowed to return.

"Right now the fire's not doing a whole lot. It's just making small runs here and there," Judy said. "There's no large fire front."

He said the blaze was burning near power lines, although utilities reported no damage.

In New Mexico, a helicopter helped with efforts to secure the western perimeter of the fire Friday morning, but it was grounded by late morning due to high winds.

Nearly 300 firefighters were working on the blaze, which was being fueled by winds from the north and northwest.

Duane Archuleta, forest fire management officer for the Santa Fe and Carson national forests, said if winds pushed the blaze toward an area that burned in the 2000 Viveash fire, it might help efforts to contain it.

"The fire could run and hit that ridge and kind of die out on that ridge," he said.

No structures had burned and no injuries were reported, but the fire was burning near Tres Lagunas, an upscale community of cabins and vacation homes.

"They're really working that hard and holding onto that," Archuleta said.

Among those evacuated were a group of seventh-graders staying at the Panchuela Campground.

Some homeowners in the Pecos Canyon area couldn't reach their houses Thursday because emergency crews had closed state Highway 63.

Tracy Bennett, manager of Hidden Valley Ranch guest ranch north of Pecos, said he evacuated his four guests as soon he saw smoke Thursday.

"The power's out and with all this going on, it's just unnerving," he said Friday as he watched the blaze from the roadblock.

Courtney Love sat down with Howard Stern on Thursday with a few very interesting revelations -- many about her sometimes-estranged daughter Frances Bean (whose father is the late Kurt Cobain of Nirvana) and one big tease about herself.

First off, Love and Bean are no longer really estranged, she insisted: "I'm really good with my daughter now, we're really good." But it's still in the virtual world: They email "and we tweet, too," she told Stern on his SiriusXM radio show.

E! reported that elsewhere in the interview Love said that she hasn't yet met Bean's finace Isiah Silva, though they have spoken online. She says she approves of Bean's choice, noting that Silva seemed "really, really nice."

Bean has apparently always had a mind of her own, though; Love revealed that her daughter was offered the role of Bella in the "Twilight" movie series, and said no.

"When she was 13 she was offered 'Twilight,' she was offered Bella in 'Twilight.' That's a true story. Someone just saw a picture of her in a magazine and sent me the script for 'Twilight,'" Love said. "She was like, 'That's a sexist, moron piece of s---."

When Stern seemed surprised, Love added, "It would have destroyed her life."

But then she dropped her own news about a particular offer -- Love brought up Stern's "America's Got Talent" job, then said "I'm going to do a big TV show. I'm not saying what it is."

Could it be "American Idol," which just lost three of its judges, Stern wondered? He said she'd "hinted" about doing that show in the past.

"I'm not telling you," she said. "You know how those people are and ... we can't." Still, it's "a pretty done deal," so look for announcements in the future.

Afer being asked by AllThingsD's Walt Mossberg whether Google SVP Sundar Pichai saw the need for more privacy, Pichai said that he wants to bring several of the security and privacy options that users already see on Chrome across to its mobile platform. "When we did Chrome, we invested in incognito mode. Now you can do that on the phone [through the Chrome app]."

"You're completely not signed-in, and we don't know anything about you... We do want more things like that, though. From a security, child safety, etc. standpoint. Chrome OS lets you be a guest user. We're working on things like that on Android." Unfortunately he didn't elaborate on any timeframe or anything more detailed, but it looks like Google is taking those privacy concerns on board. Who knows, perhaps we'll see something incognito-ready on the next big Android update.

TERRANEA RESORT, Rancho Palos Verdes, Calif. ? Android market share has zoomed past Apple?s in the past year, first in smartphones and now ? nearly ? in tablets.

Apple chief executive Tim Cook is not worried. But then, he wouldn?t say that he was, would he?

Cook, speaking onstage at the D11 conference here, repeatedly refused to answer specific questions about Apple?s future product direction. He acknowledged that Apple?s stock price has been ?frustrating? lately. But he did say that he was happy with the current market standing of iOS versus its competitors.

?Winning, for us, has never been about making the most,? Cook said. Instead, the company is focused, he said, on making the best possible products and creating the best possible customer experiences. That bears out in three areas, he said:

Usage. Cook cited figures from web-traffic analysis firm NetApp showing that iPad users are actually using their tablets far more than Android customers.

E-commerce. Cook said that iPad users make twice as many purchases from e-commerce websites as all other tablets combined.

Customer satisfaction. Apple?s products consistently rank the highest in various measures of customer satisfaction, including J.D. Powers? industry-standard surveys.

Plus, just look at the absolute numbers: Cook said that Apple has sold 85 million iPhones to date, and 42 million iPads. Its app store has 350,000 apps that have been optimized for the iPad.

?Customers love them,? Cook said. And for him, at least onstage, that?s enough.

How to Enable Two-Factor Authentication on All Your Accounts

Twitter rolled out two-factor authentication last week, joining a growing group of tech companies to support the important security feature. Two-factor authentication can help mitigate the damage of a password breach or phishing attack.

The principle comes from the idea that any authentication system?whether it's the deadbolt on your front door, the lockscreen on your smartphone, or the bouncer at a secret clubhouse?works by confirming something you know, something you have, or something you are. Each of these are called "factors."

Normal password logins just check whether you knowa password, which means anybody else who learns it can log in as you. Adding a second factor?in this case, checking something you have, your phone?means that even if your password is compromised by, say, a keylogger in an Internet cafe, or through a company's security breach, your account is safe.

That's important because phishing, which is one of the most common way in which individual accounts are compromised, only gets information about passwords. Require a different factor, and phishing attacks become much more complicated and much less effective.

One example of two-factor authentication in the offline world is ATM cards. Normally, you need to both have a card and know its PIN in order to make a withdrawal. Online two-factor authentication brings the same concept to your services and devices.

As they become more popular, these systems have gotten increasingly user-friendly; it doesn't have to be a difficult trade-off of convenience for security. Here's how to enable two-factor authentication on Twitter, as well as on Google, Facebook, Dropbox, Apple, and Microsoft.

Twitter

Twitter has named its two-factor authentication system "Login Verification," and its announcement provides a straightforward guide on how and why to use it. It directs you toyour account's settings page, where enabling the option is basically a one-click affair.

Unfortunately, for now Twitter only supports two-factor authentication by SMS, so if you don't want to attach your phone number to your account, or don't have reliable or secure phone service, it may not fit. Many of the other services outlined here already offer support for standard and secure offline authentication protocols. Hopefully Twitter will follow suit.

Google

Google was one of the first major services to make two-factor authentication (it calls it "2-Step Verification") widely available. It's got a landing page that explains two-factor authentication generally, and a single settings page for configuring it across various Google services.

How to Enable Two-Factor Authentication on All Your Accounts

Because many people use apps and devices without two-factor authentication support to connect to Google services, it's useful to also understand Google's one-time password system.

Google's Authenticator app, which is available on iOS, Android, and Blackberry, can generate login codes for any compliant service (including Facebook, Dropbox, and Microsoft) and is a popular choice.

Dropbox

How to Enable Two-Factor Authentication on All Your Accounts

Dropbox has a very clear tutorial on enabling two-factor authentication within that site, and supports authentication over SMS or over any of the popular authentication apps. You can enable the option in the Security section of your account settings, and it will require an authentication code whenever you sign into Dropbox on a new device or computer.

Facebook

Facebook calls its two-factor authentication "Login Approvals," and it allows you to use a mobile app to generate authentication codes while offline. You can enable it in the Security section of your account settings ? and while you're there, it's worth taking a minute to review the other options on that page.

Note that while Facebook only officially supports codes from its own mobile apps, clicking the "Having Trouble?" link will show you a key you can enter into another authentication app, like Google's Authenticator.

Apple

How to Enable Two-Factor Authentication on All Your Accounts

Apple's two-factor authentication can be used to secure Apple IDs against unauthorized logins on new devices and changes to your account information. It is only compatible with devices that support SMS or Find my iPhone notifications, and for now it is only available in the U.S., UK, Australia, Ireland, and New Zealand. You can turn it on in the "Password and Security" section of your Apple ID settings.

Microsoft

Microsoft is a new entry to the two-factor authentication game, rolling out the option only last month. It's a welcome addition, given that a single Microsoft account can access an Outlook inbox, devices like the Xbox console or Surface tablet, and of course Skype. You can turn it on in the "Security Info" section of your account settings.

There's an Authenticator app available for Windows Phone, and Microsoft's system is compatible with other authentication apps such as Google's. Also, as with Google, some devices and apps that use a Microsoft account don't support two-factor authentication, and use one-time passwords.

Bernardo Bertolucci says TV shows better than Hollywood now

ROME (Reuters) - When he was 12, Bernardo Bertolucci looked in a mirror and imagined himself as John Wayne. Now, at 73, he is confined to a wheelchair but is still a towering figure of Italian cinema.

Today, the Oscar-winning director is disappointed with the Hollywood that once inspired him and prefers television series such as "Mad Men", saying they are better casted and better directed than big screen productions.

Bertolucci discussed his love affair with American culture - and his disdain for what Hollywood is producing today - on Monday night when he was honored by the American Academy in Rome.

"Jazz was the first music I heard in my life and jazz for me meant America," Bertolucci told the crowd at the gala benefit to fund grants for artists.

The Academy, the oldest American overseas center for independent study of the arts and humanities, honored Bertolucci with the prestigious McKim award, whose previous recipients include conductor Riccardo Muti, composer Ennio Morricone, director Franco Zeffirelli and writer Umberto Eco.

"I saw 'Stagecoach' and for me (director) John Ford became Homer," he said of the classic American Western film made in 1939, a year before he was born in the northern Italian city of Parma.

"I was in front of a full-length mirror and what I was seeing at 12 wasn't me, it was John Wayne."

But today, the director who made "Last Tango in Paris", "The Last Emperor" and "Novecento", says the Hollywood that once excited him now depresses him.

"My generation had an affair with American culture, there's no doubt about it. A street lamp and a fire hydrant made me sing in the rain."

"But the American films I like now do not come from Hollywood studios but from television series, like 'Mad Men', 'Breaking Bad', 'The Americans'," he said in interview after acceptance speech.

SAD HOLLYWOOD

"I like when they last 13 episodes but then there is a new series coming with another 13 episodes," he said, laughing, comparing them to novels printed in installments in 19th century newspapers.

"Apart from a few independent productions, I think that everything that comes from Hollywood is generally sad. It makes me very sad".

Last year Bertolucci made his first feature film in nearly a decade with "Me and You," about an introverted 14-year-old teenager who tells his mother he is going on a ski trip but spends a week in the family basement with his drug addicted half-sister.

Like "Last Tango in Paris", which caused a scandal in Italy and beyond in 1972 for its sex scenes with Marlon Brando and Maria Schneider, "Me and You," was shot mostly indoors.

Bertolucci has spent a lot of time indoors since a back injury about 10 years ago confined him to a wheelchair, which he referred to at Monday night's event only as "the recent time of my life."

Still, despite physical and emotional difficulties resulting from the wheelchair confinement, Bertolucci says he wants to do what he can to promote culture between countries.

"Exchange of culture is the salvation of the world," he said, recalling how his father set him off on a quest for new experiences when he gave him a copy of "Moby Dick" as a young boy.

While he was still too young to read it, he said he knew that "somewhere there was a big landscape and a huge sky".

This year, Venice will be the backdrop for Bertolucci's vision when he serves as head of the international jury at the 70th edition of the Venice Film Festival, which runs from August 28 to September 7 in the lagoon city.

"I am going to nurture myself with cinema. To be the president of the jury will give me a great joy. I will be able to see beautiful experimental films," he said.

As for his own creative plans, Bertolucci is holding his cards close to his chest.

"I have some ideas but they are still amorphous, still at the germination stage," he said.

What Makes People Want to Buy?

- They buy if they can see that a product will give them new knowledge and understanding.

- They buy if the purchase will speed up business growth.

- They buy if a product will automate a task that eats into their time. (People quickly learn to spend their time on marketing and product creation, rather than repetitive tasks.)

Tip: Once newbies have been exposed to a few sales pages, it's not long before they learn to look beyond the sales hype. They study a sales letter carefully to work out what the product will "really" offer them. (Do they need this? Or will it duplicate something else they own?)

They also learn to look for value for money. Some higher-priced products are worth every cent. Some cheaper products add very little to what they already know.

(Note: Savvy internet marketers already realize that if they put together online interviews offering truly valuable information, they are far more likely to attract and keep new customers. A quick example: Jane Smith listens to a one-hour audio interview on search engine optimization and traffic. She finds out some really useful information she has not so far heard anywhere else. She decides that this guy knows what he's talking about and shells out a couple of hundred dollars for his products.)

What Makes People Want to Unsubscribe from a List?

- Getting four identical emails trying to sell them the same product, because the sender hasn't figured out how to move them from one list to another after they buy.

- Getting a 'canned' email sounding full of excitement about a new product or service - which turns out to be a duplicate of the email they get from six other marketers who are affiliates for the same product.

- Getting email from a product creator about anything under the sun because you bought XXX product from them. If your customers sign up for a newsletter, they expect mailings.

What Makes People Want to Ask for a Refund?

In the past, buyers tended to shrug and write off a bad purchase. But increasingly, people are prepared to stand up for their rights. If they feel they have not received value for money, they will ask for a refund.

So what makes them decide to ask for their money back?

- Software that doesn't work as it is supposed to.

- Physical products (CDs, DVDs) that don't work on their systems.

- An e-book that is full of content easily found in an hour's net-surfing.

- An e-book that has skimped on content or that has been poorly written.

- An e-book that not only skimps on content but is full of links to up-sells to get the 'really valuable' information, or is full of affiliate links.

The last case, an e-book full of affiliate links or links to an up-sell...is something you should be giving away free as part of your viral marketing campaign. Charge for it and you risk your reputation for being a source of quality information.

Other things that bite into your customer's valuable time.

- MP3's that are streamed from a website rather than being downloadable.

- e-books that are in ".exe" format only, so the customer can't print them out in one 'hit' (and can't access them on a Mac computer).

Give your clients anything that they can listen to or read away from the computer. Most of them spend enough hours a day at the keyboard already. They'd rather load an audio interview into their MP3 players and listen while they go for a walk or relax in the sun. They'd prefer to print out an e-book and read it or mark it up while sitting in an easy chair.

Please, please don't tether them to the computer!

And finally, about those "name squeeze" pages. People are very quickly getting tired of having to give up their email addresses just to get to a sales page. Do you want them to buy or not? These days, unless there's a huge buzz around the Net and they want to see what it's all about, prospective customers are just as likely to click the 'back' button on their browser, or close the window and leave.

After all, there's always another internet marketer waiting to sell them a product. Probably one very similar to yours. Marketers who respect their client's time and intelligence are the ones who will get their loyalty - and their cash.

Cambodian film on Pol Pot rule wins Cannes prize

CANNES, France (AP) ? An autobiographical French-Cambodian film, "The Missing Picture," which explores the bloody history of Pol Pot's dictatorship in late 1970s Cambodia, has won the "Un Certain Regard" prize at the Cannes Film Festival.

To rousing applause, director Rithy Panh collected the award at a ceremony Saturday night, expressing his gratitude to be able "to have the freedom to do the films I want to do."

Panh's film, based on his nightmarish memoir "The Elimination," documents his own family's experience under the heavy-handed Communist Party's Khmer Rouge, which resulted in the death of his parents and sisters.

The "Un Certain Regard" accolade, presented one day before the Palme d'Or and decided by a jury of cinema insiders, rewards works from up-and-coming filmmakers or those that transmit original messages and aesthetics.

The premise of the "missing picture" in the film is that because of censorship within Cambodia, no photo exists that documents the atrocities committed against Panh's his family and relatives during Pol Pot's four-year reign of terror from 1975 to 1979.

The tale is told using old documentary footage, or whatever footage remained from the time, which was mainly of propaganda by the dictatorship. To represent his deceased relatives, Panh used hundreds of carefully carved clay figures.

Director Thomas Vinterberg, who was this year's jury president, said he was "very honored to be awarding this prize, which we all agree is for a fantastic movie."

He praised all of the 18 works, which, as well as including several directorial debuts, were made up of a handful from well-known filmmakers such as Sofia Coppola, who opened the category with "The Bling Ring."

"This selection was ferociously non-sentimental but poetic nonetheless. It was political, highly original, sometimes disturbing, varied, but above all unforgettable," Vinterberg said.

"Clay figurines, extreme beauty, violence... systematic humiliation of human nature... are images that will follow us for a long time... Moments that remain in our collective memory, a mirror of our existence," he added.

The "Jury Prize," the category's secondary award, was awarded to the Palestinian film "Omar," a war-torn love story, directed by Hany Abu-Assad.

Vinterberg was one of a five-strong jury that included French actress Ludivine Sagnier and Chinese starlet Zhang Ziyi, who came to the stage wearing a sparkling white couture gown.

Journalist and author Haynes Johnson dies at 81

(AP) ? Haynes Johnson, a Pulitzer Prize-winning reporter who migrated from newspapers to television, books and teaching, died Friday. He was 81.

The Washington Post reported he died at Suburban Hospital in Bethesda. In a statement to the Post newsroom, Managing Editor Kevin Merida said Johnson died of a heart attack.

Johnson was awarded a Pulitzer in 1966 for reporting on the civil rights struggle in Selma, Ala., while with the Washington Star. He spent about 12 years at the Star before joining its chief rival, the Washington Post, in 1969. He was a columnist for the Post from 1977 to 1994.

Former Washington Post executive editor Leonard Downie told the newspaper, "Haynes was a pioneer in looking at the mood of the country to understand a political race. Haynes was going around the country talking to people, doing portraits and finding out what was on people's minds. He was a kind of profiler of the country."

The author, co-author or editor of 18 books, Johnson also appeared regularly on the PBS programs "Washington Week in Review" and "The NewsHour." He was a member of the "NewsHour" historians panel from 1994 to 2004.

"I knew I wanted to write about America, our times, both in journalism and I also wanted to do books," he told C-SPAN in 1991. "I wanted to try to see if I could combine what I do as a newspaper person as well as step back a little bit and write about American life, and I was lucky enough to be able to do that."

Johnson had taught at the University of Maryland since 1998.

"Hundreds of our students learned how to cover public affairs from one of the best journalists America has ever known," Merrill College Dean Lucy Dalglish said in a written statement released by the university. "It was equally obvious to anyone who looked through the window . that Haynes was in his element in the classroom. His entire face lit up when he was in the middle of a classroom discussion."

Johnson also had teaching stints at George Washington University, Princeton University, the University of California, Berkeley, and the University of Pennsylvania.

He was born in New York City on July 9, 1931. His mother, Emmie, was a pianist and his father, Malcolm Johnson, a newspaperman. The elder Johnson won a Pulitzer Prize for the New York Sun in 1949 for his reporting on the city's dockyards, and his series suggested the story told in the Oscar-winning film "On the Waterfront."

Johnson studied journalism and history at the University of Missouri, graduating in 1952. After serving three years in the Army during the Korean War, he earned a master's degree in American history from the University of Wisconsin in 1956.

Johnson resisted working in New York journalism to avoid being compared to his father. He worked for nearly a year at the Wilmington (Del.) News-Journal before joining the Star as a reporter.

His books include "The Battle for America 2008: The Story of an Extraordinary Election," (2009) with Dan Balz; "The Best of Times: America in the Clinton Years" (2001); and "The System: The American Way of Politics at the Breaking Point" (1996) with David S. Broder.

Balz said said Johnson was already a legend before they got to work together at the Post.

"I don't say this lightly. He was a great journalist," Balz said Friday. "He had everything a good reporter should have, which was a love of going to find the story, a commitment to thorough reporting and then kind of an understanding of history and the importance of giving every story kind of the broadest possible sweep and context."

Johnson married Julia Ann Erwin in 1954; they had three daughters and two sons and later divorced. In 2002, Johnson married Kathryn A. Oberly, an associate judge on the District of Columbia Court of Appeals.

Space station astronauts snap amazing photos of Alaskan volcanic eruption

Pavlof Volcano has been erupting for over a week, releasing a humongous plume of ash, steam, and smoke visible from the International Space Station. The eruption has quieted down, but seismic data suggests that it's not over.

Astronauts on the International Space Station?captured jaw-dropping pictures of a volcanic eruption last Saturday. Since then, the volcano has been hidden from sight, shrouded in thick clouds.

Pavlof Volcano has been belching ash and spewing lava since May 13, when tremors and rising surface temperatures gave way to fountains of molten rock bursting from the volcano's north flank.

When that lava hit ice and snow, it created explosive steam clouds that could be seen for dozens of miles ? and photographed from space. The steam, ash, and gas plumes have climbed over 20,000 feet into the sky, and left a grey streak stretching for a hundred miles.

Prior to last week, Pavlof hadn't erupted since 2007.

Is it over?

Pavlof has been playing it cool for the past few days, reports the Alaska Volcano Observatory, which celebrated its 25th?anniversary last month.

Though the ash eruptions have disrupted local air travel, the violence seems to have subsided for now, with a more relaxed release of ash and lava continuing steadily. Even through the clouds hiding Pavlof from sight, satellites can measure high surface temperatures indicating that the lava is still flowing.

After about a week of steady seismic rumbles,?the shaking calmed down on Tuesday morning and hasn't restarted, though a huge seismic blast this morning suggests that Pavlof had another volcanic explosion ? but through the clouds, it's hard to know just what or where.

The scientists at Alaska Volcano Observatory have the volcano threat level set at "Watch," which is one step down from the highest level, "Warning." But they caution that massive explosions ? like the one that created that giant, 20,000-foot plume ? can occur without warning.

The Aleutian Islands are sparsely enough settled that the primary hazard from volcanoes like Pavlof is that airborne ash could endanger planes flying between North America and Asia. In fact, in 1989, a wide-body passenger jet encountered an ash plume from Redoubt, another Alaska volcano, and lost power in all four engines.?Fortunately for the passengers, after the plane plummeted two miles in five minutes, the crew restarted the engines and landed safely in Anchorage, about a hundred miles away.

Why did Pavlof erupt?

Like the rest of the Aleutian Islands (and, for that matter, the Cascades), Pavlof sits on the boundary between the Pacific Plate and the North American plate. When the dense ocean floor runs into the less-dense continental crust, its weight pulls it down into the mantle, where the heat and pressures make it start to melt.

When rock melts, magma forms ? and when magma reaches the earth's surface, it erupts as lava. The more water or gases were trapped in the magma, the more explosive the eruption will be.

Though scientists know exactly how volcanoes form, volcanologists can't yet predict eruptions. But they've made huge strides, thanks to regular monitoring of hundreds of active volcanoes around the world.

Volcano monitoring became a political punching bag in 2009, after Louisiana's Gov. Bobby Jindal highlighted it as "wasteful spending" in the Republican response to President Obama's State of the Union address. "Instead of monitoring volcanoes, what Congress should be monitoring is the eruption of spending in?Washington, D.C.," said Mr. Jindal. The eruption of Redoubt Volcano a month later ? the same volcano that had nearly crashed a passenger jet in 1989 ? was seen by some as a definitive response, but video monitoring shrunk in recent years due to budget pressures and the sequester.

Alaska's 52 active volcanoes once had 200 working seismic instruments. Now 80 of those instruments have fallen into disrepair and can?t be fixed because of the USGS budget cuts, the Associated Press reported last week. That means that five of Alaska's 52 active volcanoes aren?t monitored electronically at all, and the number could rise if more instruments go without maintenance.

Obama's drone rules leave unanswered questions

(AP) ? President Barack Obama left plenty of ambiguity in new policy guidelines that he says will restrict how and when the U.S. can launch targeted drone strikes, leaving himself significant power over how and when the weapons can be deployed.

National security experts say it's imperative to leave some room in the guidelines, given the evolving fight against terrorism. But civil rights advocates argue too little has been revealed about the program to ensure its legality, even as the president takes steps to remove some of the secrecy.

"Obama said that there would be more limits on targeted killings, a step in the right direction," said Kenneth Roth, executive director at Human Rights Watch. "But a mere promise that the US will work within established guidelines that remain secret provides little confidence that the US is complying with international law."

An unclassified version of the newly established drone guidelines was made public Thursday in conjunction with Obama's wide-ranging address on U.S. counterterrorism policies. Congress' Intelligence committees and the Capitol Hill leadership have been briefed on the more detailed, classified policies, but because those documents are secret, there's no way of knowing how much more clarity they provide.

The president has already been using some of the guidelines to determine when to launch drone strikes, administration officials said. Codifying the strictest standards, they argue, will ultimately reduce the number of approved attacks.

Among the newly public rules is a preference for capturing suspects instead of killing them, which gives the U.S. an opportunity to gather intelligence and disrupt terrorist plots. The guidelines also state that a target must pose a continuing and imminent threat to the U.S.

However, the public guidelines don't spell out how the U.S. determines whether capture is feasible, nor does it define what constitutes an imminent threat.

Former State Department official James Andrew Lewis said Obama must retain some flexibility, given the fluid threats facing the U.S.

"The use of force and engagement of force always require a degree of discretion," said Lewis, now a senior fellow at the Center for Strategic and International Studies. "We don't want to change that."

The guidelines also mandate that the U.S. have "near certainty" that no civilians will be killed in a strike. Civilian deaths, particularly in Pakistan, have angered local populations and contributed to a rise in anti-American sentiments in the volatile region.

Shahzad Akbar, a Pakistani lawyer who has filed many court cases on behalf of drone victims' families, said that while he appreciated Obama's concern about civilian casualties, he wasn't confident the new guidelines would change U.S. actions.

"The problem remains the same because there is no transparency and accountability for the CIA because it will remain inside the system and not be visible to outsiders," he said.

Obama, in his most expansive discussion of the drone program, said in his speech Thursday to the National Defense University that he is haunted by the unintentional deaths. But he argued that targeted strikes result in fewer civilian deaths than indiscriminate bombing campaigns.

"By narrowly targeting our action against those who want to kill us, and not the people they hide among, we are choosing the course of action least likely to result in the loss of innocent life," Obama said.

Administration officials said the new guidelines are applicable regardless of whether the target is a foreigner or U.S. citizen.

Polling suggests the American people broadly support the use of drones to target suspected terrorists in foreign countries, though support drops somewhat if the suspect is a U.S. citizen. A Gallup poll in March found 65 percent of Americans favor using drone strikes in other countries against suspected terrorists, while only 41 percent favored the use of drone strikes overseas against U.S. citizens who are suspected terrorists.

Despite the public support, Obama has come under increased pressure from an unusual coalition of members of Congress of both parties who have pressed for greater transparency and oversight of the drone program.

Sen. Mark Udall, D-Colo., who serves on the Senate Armed Services and Intelligence committees, said he would review the guidelines to ensure they keep "with our values as a nation," but indicated lawmakers may ask for additional overtures.

"I commend the president for his effort to define the boundaries of U.S. counterterrorism operations and for stating a commitment to increased accountability," Udall said. "While this is helpful and important, more needs to be done."

Relevant congressional committees are already notified when drone strikes occur. But it's unclear how the administration, under Obama's new transparency pledge, will handle public notifications, particularly when Americans are killed.

The public only knew about the deaths of three Americans by drone strikes through media reports and the fourth when Attorney General Eric Holder disclosed it in a letter to Congress on the eve of the speech.

Under current policy, the official U.S. figures of number of strikes and estimated deaths remain classified.

According to the New America Foundation which maintains a database of the strikes, the CIA and the military have carried out an estimated 416 drone strikes in Pakistan and Yemen, resulting in 3,364 estimated deaths, including militants and civilians. The Associated Press also has reported a drone strike in Somalia in 2012 that killed one.

The think tank compiles its numbers by combining reports in major news media that rely on local officials and eyewitness accounts.

Strikes in Pakistan spiked in 2010 under Obama to 122, but the number has dropped to 12 so far this year. Strikes were originally carried out with permission of the Pakistani government of Pervez Musharraf, though subsequent Pakistani governments have demanded strikes cease.

The CIA and the military have carried out some 69 strikes in Yemen, with the Yemeni government's permission.

Twitter chief revenue officer Adam Bain and MIT Media Lab Cognitive Machines director Deb Roy launched a new TV ad targeting platform for Twitter advertisers today.

The concept is simple: Advertisers run TV ad campaigns and Twitter promoted tweets simultaneously, and then ? via Twitter TV Ad Targeting ? consumers on Twitter are targeted with promoted tweets.

The intent is to take advantage of the way that advertisers seem to get improved results if they can talk to consumers on Twitter while they're watching TV. From the official release:

... we are giving advertisers a new TV Ads dashboard, which shows when that specific brand?s TV ads have aired. This will help digital teams align not only with what?s shown on TV and when, but give insight into how Promoted Tweets can be crafted in the most effective ways to build upon broader marketing themes.

Whenever a commercial airs during a TV show, Twitter not only determines where and when it ran, but can identify users on Twitter who tweeted about the program where the ad aired during that program. We believe a user engaged enough with a TV show to tweet about it very likely saw the commercials as well.

GE, McDonald's and Microsoft have tested the product in beta.

When GE ran one of its "Brilliant Machines" spots featuring agent Smith from The Matrix, "When a consumer went to Twitter they were smartly targeted," Bain told about 200 ad agency and marketing types at the New York launch. The product was a result of Twitter's acquisition of Bluefin Labs, a social TV analytics company.
