Chancellor visits energy company that?s determined to stay in the UK

Chancellor of the Exchequer George Osborne visited a Chippenham energy company on Friday as part of a two-day visit to Wiltshire.

He was given a tour of Danlers, which designs and manufactures energy-saving controls for heating, lighting and air conditioning.

The family business, which has been in Chippenham for 20 years, was chosen for the visit as a company that has maintained its base in the UK and resisted the trend to manufacture abroad.

Manufacturing, sales and marketing are all kept on site at Bumpers Farm.

To compete with a surge of cheaper products flooding in from the Far East, the electronic controls manufacturer had to improve production methods and invest in state-of-the-art equipment.

Danlers said although this initially resulted in some staff cuts, in the long term its full-time staff is larger than before it invested in automated machinery.

The Chancellor was given a 45-minute tour on Thursday of the Danlers factory and was given hands-on instruction in the manufacturing process. Production trainee Matthew Johnstone tutored him in placing electronic components on a printed circuit board.

Two weeks ago Mr Osborne declared to the Commons that providing reliable energy was the job of the Government, after an assessment by Ofgem that Britain?s risk of electricity blackouts by 2015 had increased to one in 12 years, up from one in 47 years.

Executive chairman Tony Kay, who showed Mr Osborne around, said: ?Mr Osborne seemed to be impressed that we manufactured well-designed products here in the UK by using the latest automatic electronic assembly equipment alongside traditional skills, and that by doing so could compete with goods made in the far east in both cost and quality.?

He was also interested to see the variety of ages of staff, ranging from 17 to 78.

Mr Osborne was joined by Chippenham Conservatives? prospective parliamentary candidate, Michelle Donelan, who said: ?Coming from three generations of small businessmen I know just how tough it can be, especially in today?s economy. It?s great that George Osborne came to see how Danlers has brought jobs back to Chippenham.?

Danlers, which employs 50 people in-house, received the Queen?s award for enterprise for innovation three years ago.

Invention disclosures nearly doubled at Indiana University

INDIANAPOLIS -- Indiana University faculty and researchers have nearly doubled the number of invention disclosures in the past three years.

According to the IU Research and Technology Corp., a not-for-profit organization that assists IU faculty and researchers in realizing the commercial potential of their discoveries, invention disclosures have nearly doubled from 131 in FY 2009 to 230 in FY 2012.

An invention disclosure is an important part of the discovery process and is the first step toward developing a commercialization and licensing strategy. All IU faculty and researchers must complete an invention disclosure for any invention created or discovery realized through the use of university funds, equipment and/or facilities. Once the discovery or invention is publicly disclosed, faculty and researchers have one year to file a patent in the United States. Public disclosures include publishing journal articles or information on the Internet, giving presentations and interviews, or submitting nonconfidential grant applications.

"We are committed to helping IU faculty and researchers move their discoveries from the university to the marketplace in an effort to promote scholarship, economic development and additional research opportunities," said Marie Kerbeshian, IURTC vice president of technology commercialization. "When a faculty member contacts us with an invention disclosure, we work closely with them to develop their ideas along the commercialization pathway."

While a majority of the invention disclosures are completed by faculty and researchers on the Indiana University-Purdue University Indianapolis and IU Bloomington campuses, the IURTC fosters collaboration from faculty and researchers at seven IU campuses. Each campus is provided with a technology manager who will discuss the potential of inventions with faculty and researchers as well as help them understand the technology evaluation process.

Over the past three years, the IURTC has seen a wide breadth of invention disclosures from IU faculty and researchers such as:

  • A disinfecting solution to preserve arson investigation samples.
  • New molecules to treat emphysema.
  • Methods to enhance and prolong battery life.
  • Fungus to help plants grow in polluted wetlands.

The IURTC Office of Technology Commercialization also works with foundations and companies to help them develop strong research relationships with IU's faculty to benefit all parties.

Since 1997, the IURTC and its university clients have been responsible for:

  • More than 2,000 inventions.
  • Nearly 500 patents.
  • 72 start-up companies.

White House names two to labor board, replacing earlier nominees

WASHINGTON (Reuters) - President Barack Obama on Tuesday withdrew two nominations to the National Labor Relations Board and offered two new names as part of a Senate deal to advance stalled nominations to vacant administration posts.

The president named Kent Hirozawa and Nancy Schiffer to five-year terms on the board, withdrawing the nominations of Sharon Block and Richard Griffin.

Fossils yield tooth in healed wound of another dinosaur

Tyrannosaurus rex?s fearsome reputation is intact. New fossils confirm that the dinosaur did indeed hunt down prey. In recent years, some paleontologists have argued that T. rex was actually a scavenger, not a predator.

Unearthed in the Hell Creek Formation in South Dakota, two tail vertebrae from a duck-billed dinosaur that lived roughly 70 million years ago contain evidence of a bite. Embedded in the fused bones is the crown of a tooth that matches the size and shape of T. rex teeth. Bone growth over the tooth indicates that the bite had healed and that the animal had survived at least a few months or years after the attack.

That?s evidence that T. rex nipped the dinosaur while it was alive, Robert DePalma of the Palm Beach Museum of Natural History in Fort Lauderdale, Fla., and colleagues report July 15 in the Proceedings of the National Academy of Sciences.?

Although the discovery is clear evidence that T. rex hunted, it doesn?t rule out the possibility that the dino also scavenged some of the time, the team says.

One Direction heartthrob Harry Styles took a break last weekend from the screaming teenage girls which have greeted him everywhere on the band's North American tour ? with a visit to Canada's National Golf Club.

The 19-year-old relaxed on a day off from his gruelling tour schedule by playing a round on the course outside the city of Toronto.

Reid, McConnell yield no ground in filibuster showdown

WASHINGTON (Reuters) - The Senate's top Democrat and Republican yielded no ground on Sunday as they neared a showdown over President Barack Obama's executive-branch nominees that could dramatically change how the Senate operates.

Appearing on NBC's "Meet the Press," Senate Democratic Leader Harry Reid charged that Republican obstructionism has prevented Obama from getting much of his second-term team in place.

Unless Republicans permit a number of Obama's nominees to be confirmed this week, Reid has threatened to change the rules and strip Republicans of their ability to block the president's picks with procedural roadblocks known as filibuster.

Nominees set for vote on Tuesday include Richard Cordray as director of the Consumer Financial Protection Bureau; Gina McCarthy to head of the Environmental Protection Agency; Thomas Perez as labor secretary, and three picks for the National Labor Relations Board.

"I want everyone to hear this. The changes we are making a very, very minimal," Reid said, sounding as if a final decision had already been made.

"What we are doing is saying, 'Look American people, shouldn't President Obama have somebody working for whom he wants?'" Reid said.

Senate Republican Leader Mitch McConnell his party was obstructing the process and urged Democrats to reconsider plans for an unprecedented change in Senate rules.

Filibusters have long been part of the Senate's basic fabric, providing the chamber's minority leverage to extend debate and force the majority to compromise.

But in the past decade or so, each side, when in the majority, has accused the minority of misusing the filibuster to produce gridlock, not change.

Reid is moving toward abolishing the filibuster only on executive-branch nominees, not on judicial nominees or legislation.

Democrats charge that Republicans have blocked a number of top nominees, not because they are unqualified, but because Republicans oppose the agencies that they would head.

Senate rules state that 67 votes are needed to change its rules. But Democrats, who hold the Senate, 54-46, could do it with just 51 by essentially rewriting the rule book with a procedural power plan known as "the nuclear option."

Once Democrats switched the threshold on rule changes, they would then reduce to 51 from 60 the number of votes needed to end filibusters on executive-branch nominees.

"The reason they call this the 'nuclear option' because it is breaking the rules of the Senate to change the rules of the Senate," McConnell said in a separate appearance on NBC's "Meet the Press."

With Senate Democrats and Republicans set to meet privately on Monday to discuss their difference, McConnell urged calm.

"We need to start talking to each other rather than at each other," said McConnell, who last week said Reid would go down as "the worst Senate leader ever" if he invoked "the nuclear option."

In 2005, the then-Senate Republican majority threatened "the nuclear option" in response to Democrats blocking a number of Republican President George W. Bush conservative nominees.

At the time, Reid spoke against "the nuclear option," saying it would undermine the Senate, while McConnell argued for it, saying change was needed.

The threat was averted when a bipartisan deal was reached only to filibuster judges in "extraordinary circumstances."

"I'm glad we didn't do it," McConnell said of the 2005 showdown. "We went to the brink and we pulled back because cooler heads prevailed .... That is what I hope happens here."

Selig says baseball 'cleaner than it has ever been'

Bud Selig pats himself on the back, saying that baseball has entered a 'golden age' under his leadership and that the sport is 'cleaner than it has ever been' in regards to drug use.

Bud Selig refused to say if Alex Rodriguez and other players linked to the Biogenesis doping scandal will be suspended soon, but the Major League Baseball commissioner did say that his sport is "cleaner than it has ever been."

Selig, interviewed by political journalist Mike Allen during an All-Star break event held sponsored by Politico, said he is proud of the MLB investigators who have been gathering evidence that could lead to discipline for Rodriguez, Milwaukee Brewers star Ryan Braun and many other players.

"I don't care what happens, we're going to have an investigation, we're going to learn everything we can possibly learn," Selig said during the Midtown Manhattan event. "It's in the best interests of baseball."

Selig acknowledged that baseball officials remained on the bench while drug abuse ? the cocaine scandal of the 1980s, the steroid explosion of the 1990s and 2000s, and the amphetamines that for decades were as common in baseball as rosin bags ? continued unabated.

MLB and the Players Association established a joint drug program in 2002, but Selig said congressional hearings and political pressure helped turn baseball's policy into ?the gold standard? for sports.

"They were not a day at the beach, I can tell you that," said Selig, referring to attacks on MLB's drug program during the series of congressional hearings between 2005 and 2008. "So what do we have now? We have the toughest drug-testing program in America," Selig added.

Asked about his leadership style, Selig told Allen that he has sought to build consensus between baseball's various constituencies ? the Players Association, small-market teams, big-market teams ? since becoming commissioner more than 20 years ago.

The result, he said, has been unprecedented labor peace and financial prosperity. His job now, he says, is to make sure the sport stays on track.

"We are in a golden age. We are in numbers nobody could have dreamed possible," Selig said when asked if he worried that the NFL would cut into MLB's market share. "Obviously the television people think that the sport is very attractive. Now attendance. Minor league is breaking records, major league is breaking records."

Selig said helping to develop the revenue sharing designed to help small-market teams such as the Milwaukee Brewers ? the club he once owned and operated ? keep up with the Yankees and other big-market franchises is his proudest achievement as commissioner.

Selig said that his favorite game of all time was Game 5 of the 1982 American League Championship Series. His Brewers clawed back from a 2-0 deficit in the best-of-five series to win the American League pennant.

"It was a wonderful time,? Selig said. I?m not ashamed to say I started to cry.?

Glee star Cory Monteith has been found dead at hotel in Canada.

The 31-year-old, who played the character Finn Hudson in the TV series, was found dead in his room on the 21st floor of the Fairmont Pacific Rim Hotel in Vancouver around noon on Saturday.

Deputy Police Chief Doug Lepard said there is no indication of foul play.

The body of Monteith, who was dating co-star Lea Michele, was found by hotel staff after he missed his check-out time, Mr Lepard said.

"We do not have a great deal of information as to cause of death," Coroner Lisa Lapointe said.

Mr Lepard said Monteith had been out with people earlier and that those people are being interviewed.

In interviews about his past, Monteith openly spoke about his addiction and hoped his honesty would help others.

He confessed to having serious problems and would take "anything and everything". He told Parade in 2011 that he was "lucky to be alive".

Torture victims require redress, thwarted by institutionalised impunity thumbnail

Maldivian victims of systemic and systematic torture that has been occurring for decades have yet to find redress, while the legacy of wide-scale human rights violations continues to be perpetuated by state institutions due to institutionalised impunity, government, state institutions and civil society organisations have said.

The Human Rights Commission of the Maldives (HRCM) has confirmed it is investigating three recent cases of detainees being tortured by Department of Penitentiary and Rehabilitation Services (DPRS) officers while in the Custodial Reception and Diagnostic Centre (Male? Jail).

Officials from the HRCM visited Male? Jail June 2, 2013 after the family of a detainee informed the HRCM on May 31, 2013 that the victim had been beaten by DPRS officers.

In March this year local media reported that the HRCM was investigating allegations of torture in Male? prison, however due to authorities ?not cooperating? with the investigation the HRCM team was forced to visit Maafushi Prison instead.

In response to the allegations, DPRS Commissioner Ahmed Shihan told CNM that thus far no warden was found to have been involved in the torture of detainees and if a prison warden was found to have acted unlawfully, action will be taken against the officer.

?We will keep monitoring to ensure that all wardens act according to the law,? said Shihan.

In May 2011, former Prisons Division Head of the DPRS Isthafa Ibrahim Manik was detained and questioned by police, after?disturbing photographs of tortured victims in custody were obtained by the ? now dissolved ? Presidential Commission and leaked to the media.

While instances of Maldivians in state custody suffering human rights abuses remains problematic, it is symptomatic of a long standing history of torture that has yet to be remedied or seriously addressed.

?It is quite worrying that we keep hearing about accounts of torture in custody. These recent accounts are an indication of the consistence and continuing abuse in custody,? Maldivian Democracy Network (MDN)?s Executive Director Humaida ?Humey? Abdulghafoor told Minivan News yesterday (July 13).

?There is systemic and systematic abuse of detainees [in the Maldives], therefore the practice of torture is unlikely to just disappear over a short period of time,? she emphasised.

While the HRCM?s national preventative mechanism should protect people from the state committing human rights violations, Humaida?believes this mandate has been inactive and not working effectively.

?The HRCM has a national preventative mechanism that legally obligates them to ensure mistreatment of prisoners is prevented from happening in jails,? she said.

?Monitoring and oversight is very important because of the history we have, but this mechanism is not working effectively,? she added.

Given the physical and psychological harm torture victims suffer that ?cannot be dissociated?, supportive mechanisms that account for this trauma need to be established for Maldivians, explained Humaida.

?There must be an enabling environment for victims to come forward, which doesn?t seem to be there,? she said.

?Many families and victims are afraid and not willing to talk or report these violations because they feel intimidated [by the state] given the risks of revictimization and possible harassment,? she continued.

?Things on the surface may appear quiet, however that doesn?t mean everything is good,? she noted.

Abdulghafoor explained that without an enabling environment for victims to report the human rights abuses they have suffered, there is subsequently a lack of documentation and enquiries that would ultimately identify the root causes and/or perpetrators of torture in the Maldives.

?It is impossible for HRCM to know how this torture is happening without proper documentation and enquiries,? she said.

?The Torture Victims Association (TVA) is the only organisation doing such work,? according to Humaida. ?The TVA [also] submitted torture victims? testimonies to the HRCM February 6, 2012, which the victims were able to provide because they no longer felt afraid.?

?A report [by TVA and international NGO?Redress] about ill treatment of prisoners was submitted to the HRCM in July 2012, containing the most concrete evidence produced regarding torture occurring while in detention,? she continued.

?They also testified before the UN Human Rights Council, which made recommendations that the Maldives has not yet implemented,? she added.

It has been over a year since the report was submitted and Abdulghafoor cited the ?inactivity and apathy of authorities? as a possible reason there has not been any action to redress these past, wide-scale instances of torture.

?I?m very surprised the HRCM has not given updates on how these investigations are proceeding,? she said.

?[Additionally,] while they used to visit prisons regularly and produce reports, that is not something they seem to be doing anymore, which is also a concern,? she added.

HRCM mandate limited

The HRCM mandate specifies that the commission?s focus should be on incidents post-2000, however there is a clause that does allow investigations of past human rights violations if a case is ?serious enough?, HRCM Vice President Ahmed Tholal explained to Minivan News yesterday (July 13).

?Torture occurs when state authorities function with impunity, which does not produce a society that is respectful toward human rights,? said Tholal.

He explained that the HRCM is coordinating a strategy to holistically approach past human rights violations on a wider scale.

?We have discussed as a commission how to address human rights violations on a wider scale and how to approach cases to systemically root out torture,? Tholal stated.

?It is very important to ensure absolvement of that feeling [state authorities function with impunity] amongst the people,? he continued.

?The Maldivian people need some sort of redress and closure,? he added.

In regard to the accounts of torture submitted to the HRCM last year by TVA and Redress, Tholal explained that if a human rights violation has occurred then the HRCM looks into the issue on a case by case basis and that allegations of torture submitted by the organisations are currently under investigation.

?We are currently looking into the complaints of each victim [from the reports]. However, some information and evidence is hard to come by,? said Tholal. ?For example, we are not able to contact the actual people directly, we have to seek their contact information from the organisation. But we are trying to move as fast as we can.?

Institutionalised impunity

Meanwhile, the Commonwealth Ministerial Action Group (CMAG) was given an update on the current human rights situation in the Maldives this past April, by MDN in collaboration with the International Federation for Human Rights (FIDH).

The brief noted that while some steps have been taken in the past decade to reform institutions and investigate allegations of human right abuses, including torture committed by the security services, limited mandates, a lack institutional will, and senior officials publicly dismissing these concerns has prevented redress.

?A culture of impunity has been institutionalised for perpetrators of past human rights violations that? encourages the security forces to disregard the rule of law and commit further human rights abuses in impunity,? stated the brief.

In September 2012, FIDH released a report detailing the human rights situation in the Maldives, titled ?From Sunrise to Sunset: Maldives backtracking on democracy?.

FIDH noted that the government of President Mohamed Waheed Hassan Manik has been accused of a wide range of human right violations, including violent harassment of street protesters, torture and harassment of pro-opposition media as wells as legal and physical harassment of the opposition.

?Practices to silence political dissent that had disappeared in the course of Nasheed?s presidency, have once again become prevalent under Mohamed Waheed?s presidency,? said FIDH.

Police station and prison torture

There are many accounts of the systematic and sustained use of torture within the state?s prisons and police stations perpetrated by military personnel, police, coast guard, and prison officers, according to the Redress/TVA report which included accounts of individuals who allege that they were tortured or ill-treated during former President Maumoon Gayoom?s regime between 1978-2008.

?Most victims were initially tortured or ill-treated during interrogation and questioning, either at police stations or at various detention centers,? stated the report. ?Torture and ill-treatment continued in prisons and detention facilities, typically as a form of intimidation and punishment.?

?But until now, the victims of such treatment have not been provided with any justice for what has been done to them. Despite accepting that torture and ill-treatment occurred on a wide scale, the Maldives is yet to address its legacy,? the report noted.

The findings highlighted that ?While there was no apparent limit to the forms of torture and ill-treatment used, many were quite specific to the island environment.?

Torture and ill-treatment of detainees was often inflicted outside the prison buildings, and guards appear to have been given free range to use whatever methods they choose, including: beatings, burning, being tied to palm trees, the use of high-pressure hoses, the use of stocks and other painful restraints as well as suspension, near drowning, being restrained and covered in sugar water to attract ants, subjection to noise and sleep deprivation, sexual abuse and sexual humiliation, etc., the report found.

The government of Maldives previously acknowledged that the use of torture was systematic in the country, as stated in its Universal Periodic Review report to the UN Human Rights Council in 2010.

However, current government officials deny torture and ill-treatment of detainees is problematic, and claim that human rights reports conducted by civil society organisations are subject to political bias in favor of the Maldivian Democratic Party (MDP).

Meanwhile, former President Mohamed Nasheed ? a previous torture victim himself ? pledged to institute structural changes to reform police and military institutions upon his re-election in September, during an MDP function held at the JW Marriott Hotel in Kuala Lumpur, Malaysia July 13.

The Department of Penitentiary and Rehabilitation Services (DPRS) and Maldives Police Service (MPS) had not responded to enquiries at time of press.

However, with any kind of storm damage, safety comes first. ?We ask that residents use a lot of caution in and around their property after a storm.? said Property Claims Vice President Wayne Ross. ?With water damage, it?s best to wait for water levels to subside before emergency repairs can be done. Fallen or compromised tree limbs can also be quite dangerous and actually cause more damage if not properly removed.?

Safety First

There are several other preliminary actions you may take before your insurance adjuster arrives. First and foremost, ensure the area where the sewer backup occurred is safe to enter because:

  • Water damage may seriously weaken wall and ceiling structures.
  • You could be exposed to highly contaminated water with disease or bacteria from raw sewage and other pollutants.
  • Water may affect electrical and gas systems including related appliances, creating the possibility of serious electrical shock or explosion.
  • If in doubt about your safety to perform any actions within your home, contact your local authorities.

Actions

  • If necessary and it is safe to do so, turn off your electricity, natural gas supply, furnace or air conditioner and water main, and stay away from electrical equipment.
  • Take photos of the damage caused by the flooding ? include pictures of the water?s entry point.
  • Be careful while cleaning up, wear gloves and dress appropriately ? remember the water may be contaminated.
  • Move as much furniture and other property as possible to a dry area.
  • Throw out any fresh, packaged or frozen foods and personal hygiene products which may have been affected by the water.
  • Make a list of all damaged property and note which property is permanently damaged and unusable.
  • Keep any damaged property so claims adjusters may inspect it before having it removed.

What to expect in the coming days:

  • If they have not already, residents should contact their insurer and/or insurance broker who will assess their claim. This is done to prioritize the damages of those most adversely affected.
  • Damages covered by your insurance policy will be quantified through a visit with an adjuster and arrangements will be made to complete repairs and replace damaged property.
  • Adjusters and contractors will move to complete the emergency repairs to minimize further damages and to make damaged homes habitable.

It is important for homeowners to be aware that overland flooding is not covered by home insurance policies anywhere in Canada as it is a risk for only a small amount of the population. Sewer Backup coverage is widely covered in home insurance policies either as a standard inclusion or an add-on.
